Santa Clarita ADU Rules: What Homeowners Need to Know in 2026
Sizes, setbacks, parking, permits, and the City Council changes homeowners are watching this year.
October 27, 2026 . Sam Silver
Yes, Santa Clarita homeowners may be able to build an ADU, but the allowable size, setbacks and development standards depend on the property and type of ADU. Santa Clarita updated its ADU regulations in 2026, and additional changes affecting larger ADUs are now being considered.
What changed
The Big News
Santa Clarita substantially rewrote its ADU ordinance this year to conform with California law. The City Council adopted the changes on April 28, and on October 20 the Planning Commission unanimously approved a proposed Class 2 pathway that could allow ADUs up to 1,000 square feet. That proposal still needs City Council approval before it becomes part of the municipal code, so treat it as pending, not law.
Under the adopted Class 1 rules, a new detached ADU can be up to 800 square feet, with separate standards for conversions, additions and JADUs. The proposed Class 2 path would allow larger units, potentially the 1,000 sq ft two-bedroom configuration, but would let the City apply additional objective development standards.
Two more changes matter this year. AB 1154, effective January 1, 2026, prohibits local governments from imposing parking standards on ADUs 500 square feet or smaller. And projects submitted on or after January 1, 2026 are reviewed under the 2025 California Building Standards Codes, including the new Wildland-Urban Interface requirements plus Santa Clarita's local amendments.
Jurisdiction
Does This Apply to My Property?
Only if you're inside City of Santa Clarita jurisdiction, like Valencia, Saugus, Canyon Country and Newhall. If you're in Stevenson Ranch or Castaic, you're in unincorporated Los Angeles County and answer to County rules instead. That distinction trips up a lot of homeowners, so it's worth confirming before you plan anything.
What to watch
The Catch in the SCV
Don't assume a big backyard means a big ADU. High-fire-hazard zones, oak tree and environmental protections, utilities, easements, slope, sewer location and existing structures can all limit what's buildable. Parcel-specific conditions matter, so verify eligibility before you spend money.
The rule of thumb: the rules are the starting point. Your property's specific conditions decide what an ADU actually looks like.

Practical Advice
Work backward. Property, then ADU eligibility, buildable envelope, utilities, foundation, approved structure. Don't buy a prefab kit and hope Santa Clarita approves it afterward. That one decision can save tens of thousands of dollars.
